Buy Clean(er)

I started writing two versions of this essay—one for either outcome of the Presidential election. I quickly realized it was the wrong approach because regardless of the election results, CLF is as committed as ever to achieving our mission to eliminate embodied carbon in buildings, materials, and infrastructure to create a just and thriving future. Our strategy may change, but our resolve will not.

Buy Clean is a procurement policy approach incorporating low-carbon requirements into government construction materials purchasing. One major goal of Buy Clean policies is to reduce the embodied carbon of construction materials, which refers to the greenhouse gas emissions generated by material production and use. This report presents actions to help advance and scale the impact of Buy Clean policies.

Approaches for Measuring Policy Effectiveness

Buy Clean is a procurement policy approach incorporating low-carbon requirements into government construction materials purchasing. With so much recent and ongoing activity around Buy Clean policy passage and implementation, policymakers and their collaborators would benefit from (i) a clearly articulated Buy Clean theory of change, and (ii) tools to evaluate Buy Clean policy effectiveness. We propose a Buy Clean theory of change that connects specific policy interventions to a policy goal via desired outcomes.

In 2015 embodied carbon felt both essential and niche, and was still finding its foothold. I am still amazed at how quickly it has gained traction over the last decade as a prominent aspect of building decarbonization puzzle!
